The app provides direction from Starfleet Command to Starfleet Engineering - begin development of the next-generation starship using Model Based Systems Engineering (MBSE). The requirements view shows the initial specification from Starfleet Command. The requirements are then taken and a set of derived functions are shown and decomposed into a hierarchical outline view. Finally, a set of systems are shown that will support the allocated functions to satisfy the requirements. With the establishment of the systems engineering (SE) corps, the process of MBSE for starship design can begin, laying the foundation for further object-based modeling and architecture development.
